Вот сакажите, зачем ЛЮДЯМ вообще нужен проходной барьер в сколько угодно процентов?
У нас 450 мест в парламенте, примерно 142 млн. населения. Т.е. 315 тыс. человек на одно место.
Да это 0.0022 процента от всего населения. Но неужели 315 тыс. человек это так мало, что они не могут иметь одного представителя в законодательном собрании? А не целые доли, по-моему, надо считать в пользу неполучивших даже одного: потому что даже 100 тыс. человек это очень много народу.

I am allergic to dust mites.
Tiny little creatures you can not see. And they are not seasonal! And you can not avoid them, like domestic animals: people don't see them...

Cats? No. Dogs? No.
As a child I couldn't have a cat at home, while they supposed my father was allergic to it (their was no allergy tests available for him at that time, so they could not say for sure).
I wonder if in fact it was not the same dust mites.
